About the job

General objective :

As part of the coordination team and reporting to the Country Director, the Grant Manager is the mission’s focal point on ensuring accountability to donors. He / she is in charge of :

  • Contributing to the mission’s strategic development
  • Monitoring and identifying funding opportunities in line with SI country and global strategy
  • Overseeing compilation of timely and high quality proposals, reports
  • Monitoring compliance with donor procedures throughout the grant cycle and building capacity of staff on internal accountability tools and donor procedures
  • Proactively following-up on donor contractual obligations, and ensuring contractual obligations are known and understood by relevant departments
  • Centralizing relevant documentation for external audits and audit report archiving.

The main challenges :

  • Translation from Spanish to French or English is time consuming
  • Base teams need to be regularly trained on reporting and donor accountability
  • Cross-checking of project documentation must be done thoroughly by the GM
  • Lack of MEAL capacities on the mission
  • New staff arriving at key positions which implies loss of history.
  • Priorities for the 2 / 3 first months :

  • Proposals and reporting
  • Coordinate teams to provide feedback to MdM on the monitoring reports for ECHO projects and , as well as reports to PUI on the BHA project and its MR for / coordinate the development of the CDCS proposal.

  • Donor engagement
  • meet with donors and partners / update Annex 5

    Audit : coordinate with HQ focal point to get overview of audits to come / documentation on finished BHA project will have to be centralized for BHA annual audit of July .

  • Partnerships
  • Launch discussions with CD and coordinators (Prog Coo, Field Coos) on partnerhship strategy / action points for the mission.

    Security constraints :

    The security context is complex in Venezuela but is overall considered as calm with, however criminal risks in specific areas. The authorities have a strong presence throughout the country and are very wary about international organizations. It is important to remain calm and to ensure good communication. The context of living in Caracas is good. It will be necessary to remain vigilant to the good respect of security rules especially while traveling to remote areas and / or specific areas of that zones.

    Nonetheless, within the limitation of the safety minimum requirements, one can easily enjoy living in Caracas, week-ends and / or vacations in other areas including specific mountain cities, beaches and nature. There is a vibrant expatriate community in the zone.

    Your profile

    Education / academic background

    Graduate degree and / or post-graduate degree in Public Health, Project management, international development and / or social sciences; or equivalent field experience in humanitarian

    Specific skills and experience :

    EXPERIMENT IN THE HUMANITARIAN SECTOR : 3-4 years EXPERIMENT ON SIMILAR POSITIONS : 0-2 years

  • SI will offer you

    A salaried position :

    According to experience, starting from EUR gross per month ( base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD .

    SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

    Breaks : During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD break allowance, allocated by Sl). To these breaks periods, SI grants one additional rest day per month worked.

    Insurance package : Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
